- Technical arguments by ISP's, that for coax, that in a share network like cable that router freedom can interfere. This same argument is used for GPON, in the fiber networks.
- Already GPON compatible modem/routers exist, so no need for a vendor-supplied adapter.

- Maarten experience: easy to get a coalition of the willing (signatures), but more difficult to get writers for the statements.
- Content depends on what the consultation is question.
- Two ways: prepare a document and sign, or provide a model and have organizations send it in their own name.
